Carter is a veteran of the United States Air Force, has earned an AAS degree in Law Enforcement Administration from Reading Area Community College, graduating with Honors, and also earned a BS degree in Business Administration from Albright College. Carter has attended hundreds of seminars relating to fraud & investigations, and been a featured speaker for numerous business and civic events.
